We travelled to Cancun in 2006 and United's policy is free until 2 y.o. As long as you hold them, of course.

What about for children over 2, or if you want to get them their own seat and they are under 2?

Just to let you know that as of mid-year 2006 United no longer has a discount policy. You can still have them on your lap if they are under 2. I am not sure that any airlines offer discounts anymore - at least none that I am aware.
